Unfortunately not - the way how mirror scanning was implemented in the very beginning is via raw rsync protocol implemented in Perl. This means, replacing the rsync URL with an rsync over ssh URL won't help. For the existing scanner, it would mean to implement a completely new protocol. I'd rather prefer to reimplement the scanner in a saner way. (There are some first steps done in the Python module.) I'd love to see a new [better, faster, less memory using] scanner!
