[mirrorbrain] important: breakage in 2.11.0 on Debian/Ubuntu

Hi,

please don't update to 2.11.0 if you run Debian or Ubuntu - the release
is broken, in that it accidentally reverted the compile fix for APR <
1.3. The new fix was ineffective, because I forgot to include an
important header file. Unfortunately, I expected the compiler to error
out if that would be missing, so I didn't went to further double
checking.

The result is that database lookups fail, and the server doesn't
redirect anymore (delivering files instead).

I apologize for the slip-through. Better checking will be needed next
time.

I'm pushing out a new release right now, and hope that the new packages
will be available quickly.
