Title OBS packages don't build on Ubuntu 12.10 and 13.04

It looks as if a python-support package is not provided by the OBS, even
though I find the package on packges.ubuntu.com. Need to check if it's
even needed.
The description on launchpad is strange:

Maybe this is because package files can't be bytecode compiled by the
user at runtime due to permission problems... Investigating.
