scanner:
- remove in-file changelog. Changes are announced and tracked as for the rest
  of the source: in NEWS (at the top level), svn commit log, and mailing lists.
- adjust wording regarding copyright notice, which is about an implementation
  of the rsync protocol, not about the protocol itself.
