[mirrorbrain-announce] MirrorBrain 2.13.3 release, with bug fixes in Metalink generator and Torrents

MirrorBrain 2.13.3 fixes two important bugs regarding Metalink generation. 
In addition, a number of compatibility issues in the Torrent generator were fixed.
